Every day, a small ant arrives at work very early and starts work immediately. He produces a lots and very happy. The Chief, a lion, was surprised to see that the ant was working without supervision. He thought if the ant can produce so much without supervision, wouldn’t she produce even more if she had a supervisor! So he recruited a cockroach who had extensive experience as supervisor and who was famous for writing excellent reports. The cockroach’s first decision was to set up a clocking in attendance system. He also needed a secretary to help him write and type his reports and …... he recruited a spider, who managed the archives and monitored all phone calls. The lion was delighted with the cockroach's reports and asked him to produce graphs to describe production rates and to analyse trends, so that he could use them for presentations at Board‘s meetings. So the cockroach had to buy a new computer and a laser printer and ... ... recruited a fly to manage the IT department. The ant, who had once been so productive and relaxed, hated this new plethora of paperwork and meetings which used up most of her time…! The lion came to the conclusion that it was high time to nominate a person in charge of the department where the ant worked. The position was given to the cicada, whose first decision was to buy a carpet and an ergonomic chair for his office. The new person in charge, the cicada, also needed a computer and a personal assistant, who he brought from his previous department, to help him prepare a Work and Budget Control Strategic Optimisation Plan … The Department where the ant works is now a sad place, where nobody laughs anymore and everybody has become upset... It was at that time that the cicada convinced the boss , the lion, of the absolute necessity to start a climatic study of the environment . Having reviewed the charges for running the ant’s department , the lion found out that the production was much less than before. So he recruited the owl , a prestigious and renowned consultant to carry out an audit and suggest solutions. The owl spent three months in the department and came up with an enormous report , in several volumes, that concluded : “ The department is overstaffed ...”

The ant , of course, because he “showed lack of motivation and had a negative attitude".

Con sö töû suy nghó, chuù kieán ñaõ coù theå laøm toát maø khoâng caàn giaùm saùt, vaäy neáu coù ngöôøi giaùm saùt thì chaéc chuù kieán coøn laøm toát hôn gaáp boäi! Theá laø sö töû thueâ 1 con giaùn coù nhieàu kinh nghieäm veà giaùm saùt, vaø noåi tieáng veà kyõ naêng vieát nhöõng baùo caùo raát laø hay. Sau khi ñöôïc thueâ, quyeát ñònh ñaàu tieân cuûa con giaùn laø gaén 1 caùi ñoàng hoà treo töôøng ñeå theo doõi vieäc ñi laøm ñuùng giôø. Con giaùn cuõng caàn 1 thö kyù ñeå thay noù vieát ghi chuù hay laøm baùo caùo, vaø theá laø... ... noù thueâ 1 con nheän, chæ ñeå quaûn lyù baùo caùo vaø nhaän caùc cuoäc goïi. Con sö töû raát haøi loøng veà nhöõng baùo caùo cuûa con giaùn, vaø yeâu caàn con giaùn laøm theâm nhöõng bieåu ñoà theo doõi saûn löôïng vaø phaân tích xu höôùng thò tröôøng, ñeå noù coù theå trình baøy taïi cuoäc hoïp Ban quaûn trò. Theá laø con giaùn mua 1 caùi maùy vi tính môùi, cuøng vôùi 1 maùy in lazer, vaø... ... noù thueâ 1 con ruoài ñeå laøm quaûn lyù boä phaän IT. Nhaéc tôùi con kieán, luùc tröôùc laøm vieäc raát chaêm vaø thoaûi maùi, giôø raát laø böïc mình vì nhöõng coâng vieäc giaáy tôø vaø nhöõng cuoäc hoïp voâ boå laøm maát heát thôøi gian cuûa noù...! OÂng chuû sö töû ñi ñeán keát luaän laø caàn phaûi cöû moät ngöôøi laøm quaûn lyù nguyeân caû boä phaän maø con kieán ñang laøm vieäc. Chöùc vuï oâng chuû nhoû naøy ñöôïc giao cho 1 con ve saàu, vaø quyeát ñònh ñaàu tieân cuûa con ve laø mua ngay 1 caùi thaûm ñeïp vaø moät caùi gheá thaät eâm cho phoøng laøm vieäc cuûa noù. Vaø ‘oâng chuû’ ve saàu naøy cuõng caàn theâm 1 maùy vi tính vaø moät thö kyù rieâng, ñoù laø thö kyù cuõ cuûa noù, ngöôøi ñaõ giuùp cho noù chuaån bò Keá Hoaïch Toái Öu Hoaù Chieán Löôïc Kieåm Soaùt Coâng vieäc & Ngaân quyõ... Vaên phoøng con kieán laøm vieäc trôû thaønh moät nôi buoàn baõ, chaúng coøn ai cöôøi ñuøa vaø moïi ngöôøi trôû neân lo laéng khoù chòu... Theá laø con ve saàu thuyeát phuïc oâng chuû lôùn, laø con sö töû, veà söï caàn thieát phaûi laøm moät cuoäc nghieân cöùu kyõ löôõng veà moâi tröôøng laøm vieäc taïi ñaây. Sau khi xem laïi caùc baùo caùo taøi chính trong vaên phoøng nôi con kieán laøm, con sö töû phaùt hieän ra naêng suaát ñaõ thaáp hôn tröôùc ñaây raát nhieàu. Theá laø sö töû thueâ 1 con cuù, ñoù laø 1 coá vaán noåi tieáng vaø coù uy tín, ñeå tieán haønh ñieàu tra vaø ñöa ra caùc giaûi phaùp caàn thieát. Con cuù boû ra 3 thaùng ñeå nghieân cöùu veà vaên phoøng vaø vieát moät baùo caùo khoång loà, leân ñeán vaøi quyeån, vaø ñi ñeán keát luaän: “Vaên phoøng naøy coù quaù nhieàu nhaân vieân...”
